What this means together
Nine labour indicators shifted level in the same short window.
Nine independently-measured labour-market indicators — the national unemployment rate; the youth unemployment rate; the prime-age unemployment rate; the employment rate; the youth employment rate; the part-time share of employment; the public-sector share of employment; the job-vacancy rate; and the participation rate — each underwent its own separately-detected level shift within the same short window. The detector counts and locates a coordinated turn; it does not establish that any one series moved another. "Independently measured" means each is not a direct arithmetic transform of another member of this group — it is not a claim that the series are statistically independent of one another, since several share the same underlying survey.
9 labour indicators shifted level within 6 months (Jan 2024–Jul 2024)
A two-segment mean-shift scan locates a structural level shift in 9 independent labour indicators inside a 6-month window (Jan 2024 to Jul 2024): Employment rate, age 15+ (SA); Employment rate, age 15-24 (SA); Job vacancy rate; Part-time share of employment (SA); Participation rate, age 15+ (SA); Public-sector share of employment (SA); Unemployment rate (SA); Unemployment rate, age 15-24 (SA); Unemployment rate, age 25-54 (SA). Of these, 4 shifted down and 5 shifted up. The detector locates the shifts and counts them; it does not attribute a cause, and a coordinated turn is not evidence that one series moved another. 'Independent' here means only that a member is not a direct arithmetic transform of another member in this cluster -- it is not a statistical independence test, and members may still share source surveys, definitions, or economic mechanisms.

What the record says about this domain
Findings
Employment grew 1.16 employed people per person aged 15 and over added over the year to Aug 2026
In the 12 months to Aug 2026, employment (age 15+, seasonally adjusted) rose by 216,500 while the LFS working-age population estimate rose by 187,000 — 1.16 employed people added per additional working-age person, vs 0.30 a year earlier. A ratio at or above 1 suggests employment growth is keeping pace with (or exceeding) working-age population growth; below 1 suggests the labour market is absorbing the growing working-age population more slowly than it is growing. This says nothing about participation-rate changes, part-time/full-time mix, hours worked, or sector/regional composition. In the latest month alone, employment changed by -41,700 people. The annual comparison's base month changed by -61,700 people from its preceding month; moving the base therefore changes the annual employment gain by +20,000. A higher annual ratio does not by itself establish stronger current-month employment.

Registered commitments
Create 250,000 new AI-related jobs over five years, as part of an additional $200 billion of economic growth
Issuer: Government of Canada (Prime Minister's Office, 'AI for All' national AI strategy). Stated in AI for All strategy launch.
Latest observed: — against target 250,000.
Evidence gaps
Is AI adoption creating, displacing, or reshaping jobs — and is the government's 250,000-AI-job target on track?
What is missing: No official series attributes job creation, displacement, or reshaping to AI adoption specifically. Statistics Canada's Labour Force Survey and business-adoption surveys measure aggregate employment and technology use separately; there is no published methodology linking the two, and the government has not stated how the 'AI for All' strategy's 250,000-job target will be measured.
Consequence: This commitment is published as a registered commitment without a compliance claim. Countability will not publish INFERRED claims attributing employment changes to AI adoption absent an official attribution methodology.
How much of the current productivity slowdown does the capital record itself explain, on Statistics Canada's own official growth-accounting decomposition?
What is missing: Statistics Canada's multifactor-productivity programme (table 36-10-0208-01) is the only official source that decomposes measured labour-productivity growth into a capital-intensity contribution, a labour-composition contribution, and multifactor productivity, on one consistent accounting framework. It is published annually, roughly two and a half years behind the current quarter (2023 is the latest available year as of this Brief's evidence cutoff) — too stale to decompose the 2024-2026 stretch of the productivity slowdown this Brief's stock and flow readings cover.
Consequence: The Capital Behind Each Worker Brief can state whether measured capital per worker (stock) and real business investment per worker (flow) are rising or falling, on the issuer's own levels — and it does. It cannot state how much of the post-2019 productivity slowdown the capital record itself explains, because the one official measure built to answer that question does not yet cover the years in question. The Brief therefore reads the capital and productivity records side by side, on their own bases, and does not construct its own decomposition to bridge the gap.
How to read the dates on this page
- Data version
- When Countability last published a new version of its record. One date for every page on this site, shown in the box above.
- Reference period
- The period a specific figure or chart point actually measures — a quarter, a month, or a year, as the source series is published. This is what "as of" means everywhere on this page, and it varies figure by figure.
- Source licence verified
- Where shown, the date Countability last read that source’s licence terms word for word — not when the source itself last published. Where a source date is unavailable, none is shown rather than guessed.
